Assessment Tools, Training, Stakeholder Management, Leadership Development Timeframe: 6 Months to Deployment, 18 Months Solution Management   With the implementation of the Queensland Mental Health Act 2016 (MHA 2016), all relevant authorised psychiatrists, doctors and authorised mental health practitioners, had to be certified as competent in the knowledge of the new Mental Health Act. The main source of ensuring competence was determined to be an eLearning course, which aimed to assess all the relevant content as well as highlight the major changes to the legislation. QHealth required 13 modules which had to be designed in detail, developed and tested for the purpose of authorising psychiatrists, doctors and mental health practitioners. BCI were engaged in March 2016 to scope, plan, design and deliver the eLearning Package under the management of the Mental Health Act 2016 Implementation Team. Modules were divided into basic and enhanced modules, where enhanced modules were developed with interactive scenarios and case studies. Module content, scenarios, activities and assessments were developed in close consultation with the Mental Health Implementation Team and a wide variety of clinical staff (Psychiatrists, Doctors and Mental Health Practitioners) to inform clinical, real-world practice. Each module required an assessment of knowledge and legal understanding of the MHA 2016 as presented in each for the certain modules. The organisation’s systems and processes had been paper-based, unreliable and incapable of meeting the demands of the then 5,000 strong workforce. Caroline Hudson, Chief Human Resources Officer, recalls the immense pressure applied due to manual processing, wherein the Mater: “…had to literally taxi in timesheets from our hospitals across the city… Previously we were guaranteed to receive, on average, 650 enquiries every payday.” Workforce Challenges A fast growing workforce serviced by out-dated systems was causing ongoing, escalating challenges for Mater.
