With the implementation of the Queensland Mental Health Act 2016 (MHA 2016), all relevant authorised psychiatrists, doctors and authorised mental health practitioners, had to be certified as competent in the knowledge of the new Mental Health Act.

The main source of ensuring competence was determined to be an eLearning course, which aimed to assess all the relevant content as well as highlight the major changes to the legislation. QHealth required 13 modules which had to be designed in detail, developed and tested for the purpose of authorising psychiatrists, doctors and mental health practitioners.

BCI were engaged in March 2016 to scope, plan, design and deliver the eLearning Package under the management of the Mental Health Act 2016 Implementation Team.

Modules were divided into basic and enhanced modules, where enhanced modules were developed with interactive scenarios and case studies. Module content, scenarios, activities and assessments were developed in close consultation with the Mental Health Implementation Team and a wide variety of clinical staff (Psychiatrists, Doctors and Mental Health Practitioners) to inform clinical, real-world practice. Each module required an assessment of knowledge and legal understanding of the MHA 2016 as presented in each for the certain modules.

This e-learning package was deployed within a broader development context for the development of training for mental health professionals, being augmented by other components which included, but were not limited to, Statewide HHS Roadshows, other online resources and links, as well as other face-to-face training initiatives.

Since being launched in November 2016, approximately 6,000 participants have successfully completed the courses, with an overall satisfaction rating of over 97%. This assignment highlights BCI’s capability to implement projects within tight tolerances of scope, time, budget, quality and risk, through a highly collaborative approach with key stakeholders and subject matter experts.

BCI ultimately developed a bespoke leadership development solution for Queensland Health addressing all relevant constraints, whilst achieving the ultimate goal of developing high levels of competence in the knowledge of the Mental Health Act 2016, for its highly qualified end-user clinicians.
